Full body workout. you cannot remove fat from only one part of your body. Start eating right (if you’re not already). Find your caloric needs (look up “calories needed calculator” on Google and use whichever one you like). Reduce your calories by a MAXIMUM of your “maintain” number (example – my maintain calories is 2373 so my maximum weight loss calories would be 1773).
Seriously… Lift weights. Muscles that are firing from being stimulated will burn calories for up to 24 hours. Lifting weights will not make you look like a man, simply use low weight and high rep.
You can target muslces and get them to tone up more, than others, but it won’t show unless the rest of your body is right there with it and your body fat % overall is dropping.
