This drug is mostly used for people with fluid retention problems. It is a diuretic, not a heart or blood pressure medication. If someone had congestive heart failure in the early stages, it might be effective for reducing edema (swelling) and also provide some measure of reduction of blood pressure due to excess fluid. But as a major drug to treat heart patients, I do not understand it being used as such.

It works by reducing cardiac load, as many diuretics do. Reducing fluid reduces the work of the heart and therefore drops blood pressure.
