 see this question all of the time and as with many questions…..the answer is both. Both have their place in weight lifting. It just depends on your goals and what are you trying to accomplish. But on top of that neither of them will matter if your nutrition is not on point. You can lift all the weights in the gym or do one million reps but that won’t matter if you don’t clean up your eating habits.
Now to answer your question……
Lifting weights will bulk you up. Lifting light will assist in toning you up. You’ve got to find thw routines that work best for you. Also it’s not all about lifting but the other training that you do….

The estrogen i your body wont allow it to…diet + cardio= the slimming affect…moderate weight 10-15 reps 4 sets will shape you….it takes years of lifting and drug enhancments to become “bulky”

Yes all tools in the tool box…now combine the two…moderate weight will do both….w/a range of 10-15 reps hypertrophy kicks in to gear which will build that muscle strenght while dieting and cardio slims you down….in her case she’ll should be in a caloric deficit which in turn will tone her right on up…
